About this opportunity

The Department of Energy (DOE), specifically the Nevada National Security Site (NNSS) operated by Mission Support and Test Services, LLC (MSTS), is seeking a subcontractor to provide used motor oil removal services across multiple locations in Nevada. The primary objective is to pump used oil from 55-gallon drums and bulk storage tanks at three specified sites: the North Las Vegas facility, the Nevada National Security Site in Mercury, and the NNSS Area 6 Fleet Operations Tank Farm. Potential offerors must submit responses by May 28, 2025, and include their company name, Unique Entity Identifier, business size, and a capability statement demonstrating past performance in oil recycling services. Responses will be evaluated based on the company's ability to provide personnel, vehicles, pumping equipment, and complete the required semi-annual oil removal process. The contract will require the selected vendor to retrieve and transport used oil offsite for recycling.

The pre-solicitation notice indicates no specific set-aside designations for this contract opportunity, which falls under the NAICS code 562211 for Hazardous Waste Treatment and Disposal. The contract is structured as a 5-year subcontract with semi-annual performance, specifically requiring oil removal in March and September of each year. The scope of work involves pumping used oil generated by MSTS Fleet, Fuel, and Equipment and the A-01 Machine shop, with the contractor responsible for providing all necessary equipment and labor. While no specific budget range is mentioned, the contract will involve handling oil from multiple 55-gallon drums and bulk storage tanks across different MSTS locations. Importantly, MSTS explicitly states that submitting a response does not guarantee review, evaluation, or award, and offerors will not be entitled to compensation if the agency chooses not to proceed with the procurement.
