Notice text
USDA Sole Source Notification for Horiba Brandname ELISA Test Kits used at the Animal and Plant Health Inspection Service Laboratory in Buzzard's Bay, MA.
The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Plant Protection and Quarantine (PPQ) Laboratory located in Buzzard's Bay, MA intends to issue a sole source Blanket Purchase Agreement (BPA) award to Wako Chemical USA Corporation located in Richmond, VA for the Horiba-brand ELISA Test Kits under the authority of FAR 13.106-1(b). Wako Chemical is the only U.S. distributor for these Japanese-made products.
The Horiba-brand ELISA Test Kits are used to quantify Dinotefuran and Emamectin pesticide residue in plant samples that are collected from trees treated to control the Asian Longhorned beetle, spotted lantern fly, and the Emerald ash borer. The testing is part of on-going research studies into treatment efficacy. The Horiba-brand ELISA test kits are the only commercially available kits using the ELISA method technology that are able to detect Dinotefuran and Emamectin pesticides. The ELISA method is far cheaper than traditional analytical methods (HPLC, GC/MS), and this indicates that the pricing for future purchases of this product is fair and reasonable.
The Wako Chemicals Catalog Numbers for the Horiba-brand SmartAssay Test Kits is 302-33981 for Dinotefuran and 309-33991 for Emamectin.
A 5-year BPA will be awarded to establish firm-fixed pricing and ordering volume discounts for the Horiba-brand ELISA Test Kits. The anticipated maximum BPA value over 5 years is not-to-exceed $125,000.00. No formal solicitation will be issued.
This notice is for informational purposes only. However, all interested parties may contact the Contracting Officer listed below.
