About this opportunity

The U.S. Department of Agriculture's Animal and Plant Health Inspection Service seeks to lease 3,000 to 3,330 rentable square feet of office and scientific support space in Hunt Valley, Maryland, with proposals due June 10, 2026. There is no set-aside applied to this procurement.

Place of performance is Hunt Valley, Cockeysville, Maryland, bounded by East Belfast Road (north), Warren Road (south), York Road (east), and Interstate 83 (west). The space must be fully serviced and comply with fire safety, accessibility, seismic, and sustainability standards per Energy Independence and Security Act requirements—the building must hold an ENERGY STAR label within one year prior to final proposal revisions unless statutory exceptions apply. Space cannot be located within the 1-percent-annual-chance floodplain. The site must include four surface parking spaces and adequate transit accessibility within a walkable half-mile.

The lease term extends up to 20 years with a firm term of up to 5 years, subject to 60-day termination rights. Lessor must provide comprehensive services including janitorial care, HVAC maintained at 72°F during heating season and 75°F during cooling season, utilities, maintenance, snow removal, and landscape maintenance. The space must accommodate office (including private offices and workstations), scientific support laboratory with linoleum or tile flooring, three 10-by-5-foot grading tables, three double-bowl sinks with garbage disposal, OSHA-approved externally vented fume hood, emergency shower and eyewash stations, and specialized lighting. Secure storage, a server room with LAN and wide-area-network capability, and secured hazmat storage are required.

Facility Security Level I requirements mandate key card access controls, visitor identity verification after business hours, restricted access to mechanical and telecommunications rooms, and emergency generator placement at least 25 feet from loading docks and entrances. Building and access control systems cannot connect to federally owned or operated IT networks. All offerors must comply with Section 889 of the FY19 National Defense Authorization Act regarding telecommunications equipment prohibitions and register in System for Award Management prior to award. Award will be made to the responsible offeror submitting the lowest-priced technically acceptable offer using present value price evaluation methodology. Estimated occupancy is January 1, 2027.
