About this opportunity

The United States Department of Agriculture (USDA), through its Animal and Plant Health Inspection Service, is seeking information regarding storage facility capabilities in Puerto Rico via this Sources Sought Notice issued under FAR Part 10. The government requires a secure storage facility to house animal handling equipment, depopulation equipment, trailers, and supplies that support the USDA mission in Puerto Rico and serve as a staging site for African Swine Fever operations in the Caribbean. Key requirements include a minimum of 1,600 square feet of total space with at least 800 contiguous square feet of interior storage, at least one dedicated parking space for loading and unloading near the storage area, secure locking mechanisms to prevent unauthorized access, well-maintained facilities, and environmental protection for stored items. Vendors must submit capability statements addressing their ability to meet these storage characteristics, confirm their NAICS code as 493110 (General Warehousing and Storage), and verify active registration in SAM.gov. This is a Sources Sought Notice and not a formal solicitation; therefore, no award will be made directly from this notice. The deadline for vendor responses is March 16, 2026.

This Pre-Solicitation Notice contains no set-aside designations, and no incumbent contractor or current vendor is identified in the notice. The government has not disclosed a specific award value or budget range for this storage requirement. No timeline for service commencement or contract duration is specified in the notice. This Sources Sought Notice serves as an exploratory mechanism for the government to identify qualified vendors in the Puerto Rico area capable of meeting the stated storage requirements before issuing a formal solicitation.
