About this opportunity
The USDA Forest Service seeks clinician support services for the Trapper Creek Job Corps Conservation Center in Darby, Montana, with quotations due July 27, 2026 at 4:30 PM PT and questions due July 21, 2026 at 12:00 PM PT. This is a total small business set-aside, NAICS 561990, issued as a combined synopsis and solicitation for commercial items under FAR Part 12.
The contract covers two labor categories on a firm-fixed-price basis: Registered Nurse (2,080 annual hours, Monday–Friday 0730–1600) and Drug/Alcohol Abuse Counselor (2,080 annual hours, Monday–Friday with split shifts 0730–1600 TWTh or 1030–1830/1900 on other days). The base period runs August 1, 2026 through July 31, 2027, with an optional six-month extension. The government will fund only the first six months at award, with remaining funding obligated via modification when available. Quoters must price all 12 months of the base period and pre-price the optional extension; prices must remain firm for 90 calendar days from submission.
The Registered Nurse must hold an active, unrestricted state license; the Drug/Alcohol Abuse Counselor must hold an active, unrestricted substance abuse license or certification meeting state minimum requirements. Both positions require $1 million per occurrence/$3 million aggregate professional liability insurance, background checks, and drug testing. Key personnel must receive Department of Labor approval prior to award or replacement. Contractor personnel are subject to USDA Directives 4620-002 series compliance and personal identity verification requirements.
Service Contract Act wage determination 2015-5401 (Montana counties) applies. Award uses best value tradeoff, weighing technical capability more heavily than price. Evaluation criteria include technical capability, past performance (Acceptable/Neutral/Unacceptable), and price fairness and reasonableness. Quotations should be submitted to dennis.cantrell@usda.gov. The contracting officer is Nicole L. Green.
