About this opportunity
The USDA Forest Service Procurement Operations is issuing a competitive BPA Call Order for mountain pine beetle prevention spraying services at Pike National Forest, Colorado, restricted to small businesses currently under the Land Management Integrated Resources (LMIR) BPA framework, with quotes due August 21, 2026. This procurement is limited to the 13 companies already approved as LMIR BPA call order holders; the notice does not solicit new applicants.
The work involves carbaryl insecticide application to approximately 800 ponderosa pine trees across five recreation areas in the South Platte, Pikes Peak, and South Park Ranger Districts: Meridian Campground (100 trees), Flat Rocks Campground (75 trees), Indian Creek Campgrounds (75 trees), South Meadows Campground (450 trees), and Blue Mountain Campground (100 trees). Spraying is scheduled for fall 2026 (as early as October 1) or spring 2027 (April–May), with all work to be completed by May 16, 2027. The contractor must hold a current Colorado Department of Agriculture Commercial Applicators License with Forest Pest Control endorsement and must provide labor, equipment, supervision, permits, and insurance.
Evaluation occurs in two steps: Step 1 applies pass/fail technical capability assessment based on a required technical statement addressing timeline, personnel qualifications, and past performance; Step 2 awards to the lowest-priced quote meeting acceptable technical requirements. Pricing shall be submitted as a unit price per tree. Service Contract Act wage determination 2015-5417 (Revision 32, May 2026) applies to El Paso and Teller Counties, Colorado. Inquiries should be directed to sm.fs.lmirbpa@usda.gov or the Purchasing Agent, Stevie Fehrs, at stevie.fehrs@usda.gov.
