About this opportunity

The USDA Forest Service seeks Common Stand Exam data collection across three project areas within the Flathead National Forest in Montana through a competitive BPA call order, with proposals due July 13. This procurement is restricted to the 77 pre-approved contractors currently eligible under the Land Management Integrated Resources (LMIR) National BPA, and carries a total small business set-aside.

Place of performance is Hungry Horse, Montana, with work distributed across three ranger districts: Glacier View (Big Spruce project area), Tally Lake (Rad Mart), and Swan Lake (Quill Pig). The contract requires completion of 300 forest inventory plots across 39 stands. The work period runs from notice to proceed through October 31, 2026, with contractors required to commence within 7 calendar days of notice to proceed.

The statement of work specifies three examination levels with corresponding data collection requirements: Quick CSE plots (Exam Level 1000) at Big Spruce; Quick and Intensive CSE plots with Growth Sample Trees (Exam Level 3000) at Big Spruce and Rad Mart; and Intensive CSE plots with Growth Sample Trees and down woody material assessment (Exam Levels 3000 and 3020) at Quill Pig. Contractor crew leaders must hold undergraduate coursework in mensuration, tree identification, plant identification, silviculture, and ecology, plus three months of prior Forest Service inventory data collection experience. All data collection must comply with Region 1 Common Stand Exam and Inventory and Monitoring Field Guide specifications and be submitted via Exams Mobile software. Pricing is requested as unit prices per plot for five line items. Evaluation weighs technical approach and project understanding, experience and key personnel qualifications, and past performance significantly more important than price. A post-award conference is required within 10 days of award. The NAICS code is 115310, Support Activities for Forestry; PSC is F099, Natural Resources/Conservation—Other.
