About this opportunity
The United States Department of Agriculture's Animal and Plant Health Inspection Service (APHIS) is seeking to procure Binary Explosive materials specifically for wildlife management, particularly beaver dam removal operations. The pre-solicitation notice describes a Blanket Purchase Agreement (BPA) for binary explosive products in 1/2 lb and 1 lb configurations, designed to remove beaver dams from culverts without causing structural damage. The government is requesting capability statements from potential vendors by March 27, 2025, with all responses to be submitted via email to Latisha Hollman. Interested parties must demonstrate the ability to provide explosives that can be easily stacked, work effectively in delayed blast scenarios, and function in concrete culvert environments. The original BPA (12639520A0038) was competitively solicited on SAM.gov under solicitation 12639520Q0320, and the government retains sole discretion in determining whether to further compete the requirement.
The pre-solicitation is designated as a Total Small Business set-aside, targeting the Explosives Manufacturing (NAICS 325920) sector with a Bulk Explosives (PSC 1376) product classification. While specific award values are not disclosed, the solicitation includes detailed specifications for 12 line items of explosive products with estimated yearly quantities ranging from 4 to 6,000 units. Delivery will be FOB Destination to a facility in Raleigh, North Carolina, with preference given to binary components that minimize employee safety risks and do not require extensive personal protective equipment. The contract anticipates awarding to a single supplier, with invoices submitted after delivery acceptance. Notably, the government explicitly states it will not be responsible for any costs incurred by vendors in responding to this notice, emphasizing the preliminary nature of the pre-solicitation announcement.
