About this opportunity
The Department of Homeland Security's US Coast Guard is seeking a small business contractor to perform an oily waste offload service for the USCGC WAESCHE vessel located at Coast Guard Island in Alameda, California. The solicitation requires the selected contractor to prepare and submit Over Water Transfer (OWT) notifications, mobilize personnel and equipment, coordinate with Coast Guard representatives for safety protocols, and set up transfer equipment for marine waste services. The primary objective is to collect approximately 5,000 gallons of bilge waste and ensure proper disposal at a California-certified disposal facility. The contractor must also provide Department of Transportation shipping documents for generator approval. The solicitation was posted on March 31, 2025, with proposals due by April 11, 2025, indicating a relatively short response window for interested small business vendors.
This contract opportunity is explicitly set aside for small businesses and falls under the Ship Building and Repairing NAICS category (336611). The specific service will be performed at the Alameda, CA 94501 location, with a defined delivery period from April 1-14, 2025. Technical requirements include using a 2" male camlock fitting and providing 150 feet of hose for the waste offload process. The contract involves specialized marine waste management services, requiring precise coordination with Coast Guard representatives and adherence to specific waste disposal regulations. While the exact award value is not specified, the detailed technical requirements suggest a specialized service contract with specific operational parameters focused on maritime waste management and environmental compliance.
