About this opportunity

The U.S. Coast Guard seeks shaft alignment and bearing reaction measurement services on the USCGC Stratton, with proposals due September 21. This is a Total Small Business set-aside.

Place of performance is USCGC Stratton, 42 Eagle Road Coast Guard Island, Alameda, California 94501. The period of performance runs November 1, 2026 through January 1, 2027. The contractor must measure and report vertical and horizontal loads on two bull gear bearings, two intermediate bearings, stern bearings, and strut bearings using the strain gauge method. Work includes installing five full bridge strain gauge sets on the port shaft and five on the starboard shaft, and measuring vertical loads on each line shaft bearing using the hydraulic jack/load cell method. The contractor shall provide all specialty tools and calibrated instrumentation necessary for installation and measurement.

The contractor must deliver a final written report within 15 days of work completion containing introduction and references, project description, alignment calculations, alignment tests with strain gauges, conclusions, recommendations for future action, data sheets on the shaft model with specifications (stations, strain gauge locations, diameters, lengths, load points), and computer-generated data sheets showing deflections, stresses, bearing reactions, and slopes. The NAICS code is 811310, Commercial and Industrial Machinery and Equipment Repair and Maintenance; PSC is J028, Maintenance/Repair/Rebuild of Equipment—Engines, Turbines, and Components. Contractors must be registered in the Joint Certification Program through the Defense Logistics Agency to obtain distributed reference documents.
