About this opportunity
This Special Notice concerns the procurement of flame detectors for the USCGC Stratton, issued by the Department of Homeland Security's US Coast Guard Surface Forces Logistics Center (SFLC). The notice serves dual purposes as both an informational announcement about a completed award and a notice of intent to sole source the procurement to Global Detection Systems. The procurement falls under the Ship Building and Repairing NAICS code 336611 and covers Miscellaneous Ship and Marine Equipment. Despite being classified as a Total Small Business set-aside in the initial posting, the accompanying documentation indicates this will not actually be set aside for small businesses. The contract will utilize commercial item procedures under FAR Parts 12 and 13 as a Firm Fixed Price procurement.
The objective is to supply the CGC STRATTON with specific Siemens flame detection equipment that will be integrated into upgraded fire panels to enhance fire detection capabilities in engineering spaces where WMSL cutters currently lack flame detection systems. The required items include seven 20/20MI-31SF flame detectors, one 20/20MI-11SF flame detector, and one 20/20-005 flame detector mount, all requiring individual packaging for warehouse storage. Parts must be delivered to the US Coast Guard Yard SFLC in Baltimore, Maryland by October 10, 2025, with manufacturers noting a 4-6 week lead time. Interested parties had until September 12, 2025 at 8:00 AM Pacific Time to submit responses regarding the sole source procurement, with MK1 Caitlyn Mason serving as the primary point of contact for technical questions. The government retains sole discretion over whether to conduct a competitive procurement process.

STATEMENT OF WORK (SOW)
FOR
Fire Alarm Panel Upgrade Flame Detectors
WMSL cutters have no way of detecting flames in an engineering space. These flame detectors will be intergraded into upgraded fire panels. This will give the cutters additional means to detect potential fires.
