About this opportunity

The U.S. Coast Guard is soliciting tug boat services to provide maneuvering assistance for the USCGC Reliance as it returns to its homeport at Naval Air Station Pensacola, Florida. The contractor will be required to assist the Coast Guard cutter in mooring between two other vessels, USCGC Diligence and USCGC Walnut, at Pier Charlie (Middle). Key requirements include conducting a mandatory site visit at the Naval Air Station Pensacola, maintaining compliance with all base access and security protocols, and adhering to applicable local, state, and federal safety and environmental regulations. Contractors must coordinate with the primary point of contact, ENS Matt Lubin, for additional information or clarification of requirements. The solicitation was posted on July 11, 2025, with responses due by July 16, 2025, allowing potential contractors only five days to prepare and submit their proposals.

This procurement opportunity is designated as a Total Small Business set-aside, restricting competition to qualified small business entities. No information regarding potential incumbents, current contractors, or estimated contract values is provided in the solicitation materials. The period of performance is limited to a single day of service on July 18, 2025, when the USCGC Reliance is scheduled to arrive at NAS Pensacola at 1000 Central Time. The place of performance is specifically at Naval Air Station Pensacola Pier Charlie in Pensacola, Florida 32508. The procurement falls under NAICS code 488330 for Navigational Services to Shipping and PSC code V125 for Vessel Towing services, reflecting the specialized maritime nature of the required services.
