About this opportunity
The U.S. Coast Guard seeks dockside repairs to USCGC MAPLE (WLB 207), a 210-foot buoy tender, with quotations due June 29 and questions due June 24. This is a total small business set-aside under NAICS 336611 (Ship Repair, 1,300-employee threshold).
Work is performed at the vessel's homeport, 2301 E Fort Macon Road, Atlantic Beach, NC 28512, from approximately July 21 through September 28, 2026. The procurement is issued as a Request for Quotation under FAR Part 12 for commercial items and will be awarded as a firm fixed-price Indefinite Delivery Requirement contract with task orders issued electronically, by mail, facsimile, or orally.
The scope covers 38 work items including fire prevention, tank cleaning and inspection (hydraulic oil, lube oil, potable water, grey water, sewage), engine exhaust piping cleaning, vent duct cleaning, compressed air system maintenance, hull fitting inspection, cargo handling equipment service (winches, davits, chain stoppers, buoy crane), deck preservation (pilot house windows, handrails, LED flood lights, watertight penetrations, deck drains, vent closures, weatherdeck kickpipes, piping insulation, compartment insulation, deck covering), and structural repairs. The revised specification (Rev-1, dated June 17) added floating barge crane requirements for specified work items due to pier limitations during ongoing pier repairs. Critical inspection items must be completed within the first 25 percent of the contract period. Government-furnished property includes repair kits, hydraulic components, wire rope assemblies, replacement windows, and LED floodlights.
Quoters must submit pricing using the revised Pricing Schedule (Attachment 1), a technical planning document including a Gantt chart with identified critical paths and float analysis, documentation of corporate experience with at least three similar contracts completed within five years, and past performance information. Evaluation is based on Technical Capability (Pass/Fail), Past Performance (Pass/Fail), and Total Evaluated Price, with award to the lowest-priced acceptable quotation. The anticipated award date is July 10.
Two work items are subject to single-source justifications under FAR 13.106-1(b)(1): Work Item 019 (Welin-Lambie Dual Point Davit) with Welin Lambie Limited, and Work Item 020 (Appleton Buoy Crane) with Appleton Marine. The Coast Guard cites only one source reasonably available for OEM technical representative services.
