About this opportunity
The U.S. Coast Guard has published a Special Notice regarding a sole source procurement for aerial lift, forklift, and Bobcat training services for the USCGC Fir (WLB-213) stationed in Cordova, Alaska. This Notice of Intent to Sole Source indicates the Coast Guard's intention to award a firm fixed-price contract to NWFF Environmental in Kodiak, Alaska, without competition. The procurement falls under NAICS code 336611 (Ship Building and Repairing) and will utilize commercial item procedures under FAR Parts 12 and 13. The training is part of the vessel's effort to bring its Yellow Gear Program up to compliance standards by training senior crew members who can then qualify other personnel on specialized equipment operations.
The primary objective is to provide comprehensive "Train the Trainer" technical services covering forklift, man lift, and Bobcat operations, including establishment of safety protocols, daily inspection procedures, and maintenance schedules for maritime operations. Interested contractors must submit offers or quotations by 8:00 AM Pacific Time on July 31, 2025, to demonstrate that competition would be advantageous to the government. The work will be performed aboard the USCGC Fir over a period of up to 5 days with 8-hour workdays, requiring contractors to provide technician identification and contact information prior to arrival. While initially designated as a sole source award, the government retains discretion to conduct competitive procurement if compelling evidence is presented, and any participating contractors must be responsible, certified, and capable of performing the specialized maritime equipment training requirements.
