About this opportunity
The Department of Homeland Security US Coast Guard seeks replacement of electrical conductors and installation of pier lighting at Station Sandy Hook in Highlands, New Jersey, with proposals due May 15. The procurement is a local area set-aside, restricting competition to vendors within the specified geographic area.
The work includes installation of new low-voltage feeder conductors to provide power to cutter and boat shore tie receptacles and pier lighting systems. Existing conductors have experienced repeated failures due to excessive splicing since original installation, necessitating complete replacement with new submersible and wet-location-rated conductors running from the electrical panel in the Boat Maintenance Facility building to downstream equipment. The contractor must provide all labor, equipment, and materials in compliance with NFPA 70 (NEC Article 555), NFPA 70E, OSHA standards, UL listings (1309, 83, 44, 486A/B, 514, 6/50, 651, 651A), IEEE 1580 and IEEE 45, UFC 4-152-01, and Coast Guard Electrical Shore Tie Configuration Standard Technical Order (CSTO) Rev. B.
Required products include tinned copper conductors with EPR or XLPE 90C wet-rated insulation, CPE/CSPE/Neoprene jackets rated for UV and oil resistance, IP68/NEMA 6P-rated cable glands, watertight heat-shrink splice kits, and 316 stainless steel support hardware. The contractor must be a licensed New Jersey electrical contractor with minimum five years of marine or pier electrical experience. Submittals include product data sheets, PE-stamped conductor sizing calculations, shop drawings with routing and sealing plans, and closeout documentation including test reports and as-built drawings. A one-year workmanship and materials warranty is required. All wages and benefits must comply with the Service Contract Act and wage rate determinations for place and period of performance. NAICS 238210, PSC N061.
