About this opportunity

The U.S. Coast Guard seeks procurement of Next Generation Surface Search Radars (NXSSR) to replace five obsolete radar systems across 13 cutter platforms, over 100 Vessel Traffic Service remote sites, ashore labs, a training center, and Coastal Sentinel, with proposals due June 10, 2026 (amended). This is a single-award IDIQ with a $1,000,000 minimum guarantee and $49,000,000 ceiling across a ten-year ordering period (five-year base plus five-year option). No set-aside applies.

Place of performance is United States. The procurement requires IMO Type Certification for X-Band and S-Band radar systems with solid-state transceivers, flat panel displays (19, 24, or 27 inches), automatic target tracking (minimum 100 radar targets, 240 AIS targets), SART detection, CPA/TCPA collision avoidance calculations, MTBF of 16,000 hours minimum, and operation from −25°C to +55°C external and −15°C to +55°C internal. All proposed items must be new; used, refurbished, or gray market items are prohibited. Contractor personnel require minimum Tier 1 investigation clearance, DoD CAC eligibility, and U.S. citizenship. The contractor must deliver a Software Development Kit and ARPA application with enterprise licensing for unlimited use across the Coast Guard Enterprise and supporting contractors, with SBOM and Git repository documentation. Delivery is required within 90 calendar days of order receipt, FOB Destination.

Evaluation emphasizes technical factors (technical requirements, warranty terms, logistics plan, and SDK/ARPA approach) as significantly more important than past performance, DHS Mentor-Protege participation, and price. HUBZone small business concerns receive a 10 percent price evaluation preference unless waived. Pricing must use firm-fixed-price with stepladder quantity discounts across five-year base and option periods. NAICS code 334511; PSC 5840. Amendment 0001 (May 27, 2026) extended the proposal due date from June 8 to June 10 and provided government responses to 18 offeror questions; DoD SAFE file drop-off requests due June 8.
