About this opportunity
The U.S. Coast Guard (USCG) has published a Special Notice regarding its intent to award a sole-source contract to Appleton Marine, Inc. for mission-critical spare crane parts for the National Security Cutter (NSC) program. The USCG has determined that Appleton Marine, Inc. is the only company capable of providing the required crane spares, which are necessary to minimize downtime for the NSCs during maintenance.
The purpose of this Special Notice is to provide notification of the USCG's intent to award a firm-fixed-price contract to Appleton Marine, Inc. for one shipset of the NSC aft folding boom cranes. The USCG has published a Justification for Other Than Full and Open Competition (JOFOC) document, which outlines the agency's rationale for the sole-source procurement. The due date for any responses to this Special Notice is October 1, 2024, and the USCG is seeking evidence from other vendors that competition for this requirement would be advantageous to the government. This opportunity is set aside for small businesses, and the USCG will use FY 2022 Procurement, Construction, and Improvement funding to support the contract award.

Appleton Marine, Inc is the only company that can meet the USCG needs based on the requirements set forth in the Request for information (RFI) Notice ID – F2024064598.
The USCG uses the Department of Homeland Security Acquisition Planning Forecast System (APFS) to help industry identify procurement opportunities as early in the acquisition process as possible. The USCG published APFS Record F2024064598 on 11/02/2023 to ensure industry is aware of the planned acquisition.
This synopsis is for notification purposes only and does not constitute a solicitation for bids or proposals. THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be issued. Any response to this notice must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. Any vendor that believes it can meet the requirements can provide documentation demonstrating their capability to the Contracting Officer. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within discretion of the Government.
