About this opportunity

The U.S. Coast Guard is seeking proposals for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract to provide Information Assurance (IA) Risk Management Framework (RMF) support services. The contractor will be required to provide ISSO, ISSE, SCA, and cybersecurity compliance services to support the Coast Guard's implementation of the NIST RMF across all information systems. Key contract requirements include experience with DoD or USCG systems, CMMI Level 3 certification, and the ability to work with classified information up to the SECRET level. The evaluation will be conducted in two phases, with the first phase focusing on prior experience and the second phase evaluating the technical approach, management, past performance, and price. Questions are due by April 24, 2024 and proposals are due by June 24, 2024.

This is a 100% competitive 8(a) set-aside acquisition under NAICS code 541519 with a $34 million size standard. There is no incumbent contractor, as this is a new requirement. The IDIQ contract has a 5-year ordering period, and the work will primarily be performed on-site at USCG facilities, though some travel may be required. The contract will be awarded on a best value trade-off basis, with pricing evaluated at the task order level using firm-fixed-price arrangements.
