About this opportunity
The US Coast Guard is conducting a sources sought notice for access to software design tools from two specialized study groups: the Cooperative Research Navies (CRNAV) Dynamic Stability Joint Industry Government Project and the Cooperative Research Ships (CRS) Joint Industry Government Project Studies. The Coast Guard intends to award a sole source contract to Stichting Maritiem Research Instituut Nederland (MARIN), believing that only MARIN can provide these specific software suite services. Companies responding to this notice must demonstrate their capability to provide the required services by submitting detailed documentation including previous government contract numbers, descriptions, performance dates, and points of contact. This is not a solicitation for proposals and no contract will be awarded from this notice alone. This procurement does not utilize any set-aside designations and is open to all qualified sources. MARIN is identified as the intended sole source contractor, as the government believes they are the only entity capable of providing access to the specialized CRNAV and CRS software design tools. The notice does not specify any contract value, budget range, or award timeline, as this is preliminary market research to determine if other sources exist before proceeding with a sole source acquisition. The government will not pay for any information submitted in response to this sources sought notice, and companies are responsible for all costs associated with preparing their responses. The acquisition falls under FAR 6.302-1 and HSAM 3006.302-1, which govern sole source procurements when only one responsible source exists.
