About this opportunity

The United States Coast Guard (USCG) is seeking a contractor to provide advanced tactical shooting training for its Deployable Specialized Forces (DSF) tactical operators, including Maritime Security Response Teams and Tactical Law Enforcement Teams. The Request for Information (RFI) aims to identify potential offerors capable of delivering comprehensive combat marksmanship training that covers weapon manipulation, safety protocols, tactical firing positions, and multiple target engagement techniques. Interested contractors must demonstrate extensive special operations firearms training experience, with instructors having at least five years of national-level or special operations force instruction background. The RFI requires detailed capability statements addressing past performance, technical skills, existing training curricula, safety standards, and facility locations. Responses must be submitted to James M. Nakamoto and Adam F. Petty via email by April 11, 2025, with the understanding that this is a market research effort and does not guarantee a contract award.

The procurement is not set aside for any specific small business category and will be classified under NAICS code 611699 for miscellaneous schools and instruction. The contract will initially cover eight annual 40-hour training events, each accommodating 16 students, with a total contract period of twelve months and four potential one-year option periods. While specific budget ranges were not explicitly stated, contractors are requested to provide a rough order of magnitude (ROM) pricing for their courses and onsite facilities. The training must be conducted at contractor-provided facilities located within 1,100 miles of specified West and East Coast USCG units. Contractors will be evaluated on their ability to meet stringent training objectives, safety standards, and their capacity to prepare USCG tactical operators for maritime safety and security operations in domestic and international environments.
