About this opportunity

USCG Sector Base Kodiak intends to award a sole-source firm fixed-price contract to Nick's Auto Wrecking, Salvage and Metal Recycling, LLC for disposal of recyclable materials at Kodiak Base, with a capability-statement deadline of 15 July 2026. The procurement is not subject to competitive bidding; the Government asserts sole-source justification under FAR 12.102, citing Nick's as the only responsible vendor on Kodiak Island capable of performing the work and noting that disposal through alternative sources would impose cost-prohibitive off-island shipping and preparation expenses.

Performance will occur at Kodiak, Alaska. The scope covers scrap metal, tires, electronics, vehicles, and cardboard/paper/plastics. Nick's Auto Wrecking (UEI: C6DSDANP9373, located at 346 Sargent Creek Road, Kodiak, AK 99619) is the named intended awardee. The Government will acquire commercial items and services under FAR Part 12 procedures. The NAICS code is 562111 (Solid Waste Collection); PSC code is S205 (Housekeeping—Trash/Garbage Collection).

Interested organizations may submit written capabilities and qualifications by 15 July 2026 at 1:00 p.m. Alaska time. The Government will evaluate submissions solely to determine whether to proceed on a competitive basis; however, the decision to conduct or withhold competitive procurement remains solely within Government discretion.

Notice text

THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.

The Government hereby submits a notice of intent to award a sole source firm fixed price award for the US Coast Guard Base Kodiak Disposal of Recyclable Materials, including Scrap Metal, Tires, Electronics, Vehicles, and Cardboard/Paper/Plastics. The vendor will be Nick's Auto Wrecking, Salvage and Metal Recycling, LLC, DBA: Nicks Auto Wrecking Salvage & Met 346 Sargent Creek Rd, Kodiak, AK 99619, UEI: C6DSDANP9373

This action is being awarded on a sole source basis pursuant to FAR 12.102, services required by the agency are available from only one responsible source and no other type of services will satisfy agency requirements.  At this time, subject vendor is the only vendor located on Kodiak Island capable of performing this requirement. Disposal of these recyclable materials through any other source would require significant shipping costs, including preparation and transportation off-island, which would be cost prohibitive and not easily offset with a competitive effort.

USCG Sector Base Kodiak, Kodiak, Alaska, will be the procuring entity for this effort. Performance will be located at Kodiak, AK. The Government intends to acquire commercial items and services using the provisions, clauses, and procedures prescribed in FAR Part 12. The NAICS Code for this requirement is 562111.

This notice of intent is not a request for competitive quotes. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 15 Jul 2026, at 1:00 p.m., Alaska time. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Oral communications are not acceptable in response to this notice.
