The contractor must handle approximately 80-100 containers of diverse waste materials including used batteries, aerosols, contaminated debris, used oils, paint slops, cleaning agents, gasoline mixed with water, and various chemical compounds, with container weights ranging from 1-2,454 pounds. The evaluation will be conducted on a best value basis where technical capability is weighted more heavily than price, with particular emphasis on experience handling and disposing of hazardous waste in rural areas of Alaska. Questions must be submitted in writing by July 16, 2025, at 1:00 p.m. Alaska time, and quotes are due by July 25, 2025, at 1:00 p.m. Alaska time to the contracting officer Robbin Kessler.
This procurement is conducted under full and open competition with no set-aside designation, and according to Amendment 1, this is a new requirement with no incumbent contractor. The contract requires a firm-fixed price quote with Service Contract Labor Standards applicable, specifically requiring Supply Technician GS-7 wage rates plus hazardous differential as outlined in the attached wage determination. The period of performance mandates submission of a shipping plan within 30 days of award, with actual shipment of hazardous materials completed no later than 90 days from the award date. All services must be performed in compliance with local, state, and federal regulations using only EPA-approved disposal facilities, with normal working hours between 8:00 a.m. and 4:00 p.m. Alaska Standard Time. The place of performance is US Coast Guard Base Kodiak in Kodiak, Alaska, where the contractor will handle waste materials stored in multiple designated areas including N102, N48, and N46 storage bays.
