About this opportunity

The Defense Intelligence Agency has issued a Sources Sought Notice for USCENTCOM Support services, specifically seeking market research information for comprehensive intelligence support services to the United States Central Command. This is not a solicitation but rather market research to inform the government's procurement strategy for J2 Intelligence Support Contract services covering joint intelligence center operations, intelligence surveillance and reconnaissance (ISR), counterintelligence/human intelligence (CI/HUMINT), operations support, planning support, and special security office support across the USCENTCOM Area of Responsibility including the Middle East, Central Asia, and North Africa. The contract requires personnel with TS/SCI security clearances and mandates high-quality intelligence analysis, timely reporting, collaboration with multiple agencies, and strict adherence to security protocols. Key personnel requirements include a Senior Program Manager and Deputy Program Manager, with various deliverables such as monthly activity reports, training plans, and specialized intelligence products. The government will not reimburse respondents for costs incurred in preparing responses to this market research notice, with responses due by June 21, 2025.

This opportunity does not utilize any set-aside designation and appears to involve an emergency bridge contract with the incumbent contractor to prevent service gaps, as the current contract ends on June 28, 2025. The government anticipates needing an additional three months to successfully award and transfer the requirement to the SIA 3 IDIQ contract, which will serve as the competitive solution for this requirement. The contract is structured as a Time and Material type with an estimated 346 Full Time Equivalents (FTEs) supporting intelligence operations. The performance period includes an eight-month base period followed by four 12-month option periods. Due to stringent security parameters regarding TS/SCI cleared personnel, the government must execute the emergency bridge contract to maintain continuity of this mission-critical effort while the new competitive award is finalized under the SIA 3 IDIQ vehicle.

Notice text

The Government anticipated award of the USCENTCOM task order on the SIA 3 IDIQ contract prior to the end of the current contract, which ends on 28 June 2025. The Government potentially needs an additional three (3) months to successfully award and transfer this requirement to the SIA 3 task order, which is a competitive solution for this requirement.

Due to our stringent security paramenters with regards to TS/SCI cleared personnel, we must execute an emergency bridge contract with the incumbent to avoid any gaps in service for this mission critial effort. During the bridge, the new effort will be awarded on the SIA 3 IDIQ.
