About this opportunity
The U.S. Agency for International Development (USAID) in Sri Lanka is seeking information and feedback from locally registered development and technical organizations regarding the design of a new public financial management (PFM) activity. The purpose of this Request for Information (RFI) is to collect ideas and suggestions on how to address key programming needs, including improving revenue generation and expenditure controls, supporting participatory PFM at subnational levels, deploying e-government systems for fiscal transparency, and strengthening oversight and accountability mechanisms. Respondents are asked to provide comments, suggestions, and opinions related to the RFI's specific questions by October 28, 2024 at 5:00 PM Sri Lankan time. The information gathered through this RFI may inform USAID's future PFM programming in Sri Lanka, though this is not a solicitation and responses will not result in a contract award.
This RFI is not set-aside for any particular business size or type. USAID has not provided any information about potential incumbents or current contractors. The RFI does not specify any award values or budget ranges, as this is an information-gathering exercise rather than a solicitation. Similarly, the RFI does not outline any specific quantities of goods or timelines for services, as the details of the future PFM activity are still to be determined based on the feedback received.

Respondents are not required to provide feedback on all of the questions, but USAID encourages respondents to answer any question within their areas of expertise.

This RFI is an attempt to reach out in an effort to determine industry capabilities and interests and will be treated as information only. In accordance with U.S. Federal Acquisition Regulations FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.
