About this opportunity

The United States Agency for International Development (USAID) intends to issue a Personal Services Contract (PSC) for a Senior Metrics Advisor position within the Bureau for Democracy, Human Rights, and Governance (DRG). The role will be at the GS-14 equivalent level and focuses on leveraging monitoring, evaluation, measurement, and research expertise to guide DRG strategy and programming. The advisor will work with the Knowledge Management and Organizational Learning (KMOL) team to capture learning and best practices, support mission measurement efforts, and develop strategies for tracking theories of change across global contexts. While specific evaluation criteria are not detailed in the pre-solicitation notice, the role requires significant expertise in metrics development and organizational learning. The solicitation will be published on the System for Award Management (SAM), and interested parties are advised to monitor the website for updates, though USAID will not respond to preliminary questions until the official solicitation is issued.

The contract opportunity is not set aside for any specific group and will involve a base two-year period with potential extension for three additional one-year periods, totaling a maximum contract duration of five years. The geographic scope is worldwide, with work to be conducted through a combination of Washington, DC-based support and overseas temporary duty (TDY) assignments. No specific budget range or award value was disclosed in the pre-solicitation notice. The position will support USAID's broader objectives of improving development outcomes through robust metrics and evidence-based learning approaches. While no incumbent contractors were named, the role is clearly designed to provide critical strategic support to USAID's DRG Bureau in measuring and understanding programmatic impact across international contexts.
