About this opportunity

USAID seeks to procure up to 4,800 metric tons of high energy biscuits over 12 months to support emergency food distribution and school feeding programs. The biscuits must meet specifications for protein, vitamin, and mineral content established in USAID's commodity specification. Proposals are due by April 3, 2020 and must include pricing per metric ton, production timelines, and confirmation of SAM registration. Awards will be made based on technical acceptability and lowest price to one or more vendors. USAID will conduct third party sampling and testing to verify compliance with commodity specifications and has provided amendments and answers to vendor questions.

There is no set-aside designation for this procurement. The primary NAICS code is 311812 and PSC code is 8910. Awards may total up to $7,000,000 and will be issued within 2-3 months for immediate initial deliveries. Production may take place overseas with no long-term storage by vendors. Individual biscuits must weigh between 5-10 grams while meeting total pack requirements of 100 grams. Alternate iodine sources can be used if stability and quality are maintained. Place of performance is worldwide for the benefit of USAID humanitarian programs.

Notice text

The United States Agency for International Development (USAID) is seeking to procure up to 1,200 Net Metric Tons (MT) of High Energy Biscuits (HEBs). The government will also have three options to purchase up to 400 MT of HEBs from each vendor under each option. The total estimate under this solicitation shall not exceed 4,800 NMT or $7,000,000 over a period of 12 months. The award may be issued to more than one vendor. HEBs are designed to be high in protein and supplemented with a premix of vitamins and minerals. They are intended for general emergency food distribution and school feeding.

The HEBs may need to be manufactured in separate production runs, depending on the number of awards under this contract. USAID will conduct sampling and testing to verify that each lot complies with USAID’s HEB Commodity Specification. The sampling and testing will be conducted by an independent, third-party inspection company hired by USAID.
