The USAID-PNG Electrification Partnership (PEP) aims to help Papua New Guinea (PNG) achieve its goal of connecting 70% of its population to electricity by 2030. To accomplish this goal, the Contractor must facilitate reaching a target of at least 200,000 new electricity connections  and institutionalize key strategies that will enable PNG to achieve such by the end of the Activity.  Contributions to this target and key strategies will come from interventions outlined in the four objectives of this Activity, namely:  1) Papua New Guinea Power Limited (PPL) Strengthening; 2) Energy Policy and Regulation; 3) Off-Grid Electrification and 4) Public-Private Partnerships.

This is an addendum to the RFI/SSN (Special Notice) for the PNG Electrification Project (PEP) published on June 6, 2019.

The Regional Office of Acquisition and Assistance (ROAA) at USAID Philippines has reviewed the comments, feedback and suggestions and questions received from the Special Notice, and has developed DRAFT language to be incorporated in Section C of the solicitation and resulting contract (background, key considerations) and a DRAFT Statement Of Objectives (SOO), all shown on the following pages. The DRAFT SOO is anticipated to result in finalizing the SOO that may lead to a formal solicitation. In addition, we are also sharing pertinent parts of Section L for the draft Technical Proposal Submission Requirements and the corresponding draft Evaluation Factors in Section M of the resultant RFP. All interested parties are invited to review, comment, suggest and propose further enhancements to these DRAFTS.

The period of performance for the PEP is for five years with a price range of $55 million to $60 million.

This is a Request for Information (RFI)/Sources Sought Notice (SSN) ("Notice") issued by the U.S. Agency for International Development/Philippines for conducting market research. This notice is issued to identify potential sources capable of providing support services and solicit advice, knowledge, and best practices from organizations interested in participating in USAID's technical assistance for Papua New Guinea's (PNG) energy sector.  The purpose of this exchange in information is to improve the understanding of Government requirements and industry capabilities; thereby allowing potential offerors to judge whether or how they can satisfy the Government's requirements, and enhancing the Government's ability to obtain quality supplies and services, at reasonable prices, and increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award. USAID is also looking for innovation and realize this is a shared responsibility.

GENERAL INSTRUCTIONS
USAID welcomes all segments of the public (in the U.S. and abroad) to reply to this notice. All responses to this notice must be submitted via email on the date and time above to Ester Pura epura@usaid.gov.
