About this opportunity

The USAID Livestock Market Systems Resilience Activity pre-solicitation notice seeks industry input to inform the design of an upcoming activity to improve the livestock market system in Haiti's northern and southern resilience focus zones. USAID/Haiti intends to utilize inclusive, market-based approaches to sustainably intensify cattle, poultry, and small ruminant production, strengthen animal health services, increase access to input and output markets, and improve processing and marketing operations to build resilience among households and communities against climate and economic shocks. Responses to provide recommendations are due by February 4, 2022.

This pre-solicitation notice does not include any set-aside designations. The activity aims to focus on the livestock sub-sectors of dairy and beef cattle, eggs and poultry meat, and small ruminants over the course of an unspecified timeline and budget to strengthen an estimated 300,000 households' ability to withstand multivariate risks in Haiti's agricultural system. Industry is requested to submit comments to the contracting officer and activity manager by the listed due date to inform program design.

Notice text

The purpose of this pre-solicitation notice is to communicate with industry regarding the Government's upcoming requirement for the anticipated USAID Livestock Market Systems Resilience Activity. The U.S. Agency for International Development (USAID), represented by the Economic Growth and Agriculture Development Team in USAID Port-au-Prince Haiti is issuing this Pre-Solicitation Notice.

The purpose of the USAID/Haiti Livestock Market Systems Resilience Activity is to increase the resilience of households and communities in the Northern and Southern Resilience Focus Zones through the improvement of the livestock market system. The Livestock Market Systems Resilience Activity will utilize inclusive, market-based approaches to sustainably intensify livestock production, strengthen animal health and advisory services, increase access to input and output markets, improve processing and marketing operations, while catalyzing private sector engagement and access to finance. Activities will be centered in two Resilience Focus Zones (RFZ); one is located in the southern region (South Department) and the other in parts of the north (North, Northeast and Plateau Central Departments). Employing an inclusive market systems approach, interventions will improve the productivity and competitiveness of the cattle (dairy and beef), poultry (eggs and meat), and small ruminant sub-sectors, which will increase the resilience of households, communities, and livestock systems to the multivariate shocks that Haiti faces. The shocks include climate change and extreme weather events, the ongoing secondary effects of the COVID-19 pandemic and potential emergence of other diseases, conflict and violence, and weak governance and systems.

USAID values ideas and information provided by industry and seeks their input. Responses to this notice are NOT considered offers and CANNOT be accepted by the Government to form a binding contract. USAID is not seeking technical or cost proposals at this time. Please do not submit a full proposal as it will not be reviewed and will be discarded.
