Notice text
USAID intends to issue a solicitation for a U.S. Personal Services Contract (USPSC) for one (1) Anti-Corruption Partnership Advisor, at the GS-14 equivalent level, for USAID’s Bureau for Democracy, Human Rights, and Governance (DRG), Anti-Corruption Center (ACC).
The ACC leads USAID’s fight against corruption within countries and transnationally through a multipronged, multisectoral approach. The Center mobilizes broad-based coalitions and partnerships, elevates anti-corruption considerations in policy making, catalyzes innovation and experimentation, and serves USAID Missions and the broader development community with cutting-edge and responsive technical support and thought leadership. The programs and mechanisms of ACC provide USAID Missions and staff with the knowledge, skills, tools, and resources to ensure that development assistance is locally led and advances self-reliance.
The ACC’s Policy and Partnerships (P&P) Team exercises policy leadership across the Agency and interagency, and with key stakeholder groups in the anti-corruption field. In particular, the P&P Team leads USAID’s efforts on anti-corruption-related policy development and execution, strategic communications, and coalition building with donors and foundations. As an integral member of the ACC/P&P Team, the Anti-Corruption Partnerships Advisor will advance ACC’s work by supporting external partnership opportunities. The Advisor will leverage USAID’s growing investments in anti-corruption and mobilize additional support from partners and seek to build on lessons learned from the Integrity for Development Campaign (I4D). Announced in the context of USAID’s historic new investments in anti-corruption, this campaign calls on bilateral donors and foundations to join forces with USAID and increase their investments in building integrity.
The duration of the contract period is anticipated to include a two (2) year base period with three (3) one-year option periods for a total maximum possible period of performance of five (5) years.
The solicitation will be published on the System for Award Management (SAM) website (www.sam.gov). Interested parties are advised to periodically monitor this website for updates on this potential opportunity.
Except for the above information, no additional information regarding this planned solicitation is available currently. All necessary information will be supplied at the time the solicitation is issued. USAID will not respond to any questions or requests for information until the solicitation is issued. USAID will not accept offers prior to issuance of the solicitation.
Issuance of the pre-solicitation notice and any subsequent RFP does not constitute an award commitment on the part of USAID, nor does it commit USAID to pay for any costs incurred in the preparation and submission of any offer.
