About this opportunity

The U.S. Agency for Global Media (USAGM) is seeking contractors to provide hazardous materials removal and off-island disposal services for the decommissioning of its transmitting station in Sao Tome, Sao Tome and Principe. The contractor must identify, collect, containerize, transport, and dispose of hazardous materials and contaminated soils from the approximately 346-acre site, which contains environmental concerns including diesel spills, burn pits, firefighting training areas with PFAS contamination, and storage areas for paints, oils, pesticides, and batteries. Since no hazardous waste disposal facilities exist on Sao Tome, all waste must be exported to a country with appropriate regulatory and disposal infrastructure, with Gabon identified as the potential receiving country. The government will evaluate proposals based on technical approach, past performance, and price, with technical factors considered significantly more important than price. Proposals are due by August 7, 2025, at 12:00 ET, with the period of performance running from August 15, 2025, to February 14, 2026.

This solicitation operates under unrestricted competition with no set-aside designation, meaning all qualified contractors may compete regardless of size or socioeconomic status. The contractor must demonstrate expertise in hazardous waste management, environmental compliance, and international logistics to handle the complex requirements of this project. Key environmental findings from the Phase II Environmental Site Assessment include total xylenes exceeding industrial soil screening levels, PFAS contamination near the hazardous material shed, and total petroleum hydrocarbons in various locations across the site. The work must address six Recognized Environmental Conditions identified during the environmental investigation, requiring comprehensive site assessment, waste management planning, hazardous material removal, transportation, export documentation, international shipment, and disposal services. All services will be performed at the USAGM transmitting station located in Sao Tome, Sao Tome and Principe, with waste transportation and disposal activities extending to the designated receiving country.
