About this opportunity
The Army Contracting Command has awarded a sole-source BPA to Centerra Integrated Facilities Services, LLC for Base Operations (BASOPS) services at U.S. Army Garrison Stuttgart, with an estimated value of $38 million and an award date of July 15, 2026.
The justification cites Title 41 U.S.C. 4106(c)(3) as implemented under Department of War Class Deviation 2026-O0049 and GSAR 538.7104-3(b)(1)(iii), on grounds of economy and efficiency as a logical follow-on to the prior competitively-awarded BPA (W91WFU21A001), which expired December 15, 2025. Services include management, supervision, personnel, labor, and equipment to operate, maintain, and repair real property facilities—buildings, structures, roads, and grounds—in compliance with Army Installation Service Requirements standards, plus project-oriented work such as repairs, modifications, replacements, and installations. The government quantifies cost savings of $102,000 through avoided duplication of efforts in base access processing, project setup and teardown, and site visits, plus avoidance of estimated $50,000 in contractor phase-in costs. The incumbent contractor offers established subcontractor networks, facility expertise, and existing base access clearances. Period of performance is 12 months with a 6-month option. Place of performance is USAG Stuttgart. A competitive recompete solicitation is projected for October 1, 2026 release, with award anticipated June 14, 2027. Market research identified seven potential vendors for the recompete.
