About this opportunity

The Department of the Air Force Headquarters Air Force Academy has issued a Special Notice for the procurement of 10 Parachute Landing Assistant (PLA) devices for the 98th Flying Training Squadron. The notice concerns a unique laser-based sensor system designed to assist student parachute jumpers in developing critical visual skills during landing sequences. Specifically, the device will provide an audible warning tone at preselected altitudes to help jumpers initiate the two-stage flare process. The procurement is being conducted as a sole source contract, with Plako, LLC identified as the exclusive distributor of this specialized equipment. The contract will be awarded as a Firm Fixed Price Purchase Order on or before August 1, 2025, utilizing Federal Acquisition Regulation (FAR) parts 12 and 13 under the authority of 10 USC 2304(c)(1).

Contractors interested in this opportunity are required to submit capability statements to wanda.farr@us.af.mil and ronald.wilson.26@us.af.mil by 10:00am MDT on May 7, 2025. The PLA device must feature specific technical specifications, including a 32-bit micro-controller, 120 Hz update rate, real-time clock, 8GB micro SD card, USB configuration access, and a rechargeable lithium battery capable of 8 hours of continuous operation. The primary objective of the device is to enable instructors and jumpers to critique landing techniques and make precise height adjustments through comprehensive data logging of the entire landing sequence. The contract falls under the NAICS category 611620 (Sports and Recreation Instruction) and PSC category 6930 (Operation Training Devices). While no specific set-aside has been designated, potential contractors should carefully review the detailed technical requirements and submission guidelines outlined in the notice.
