About this opportunity

The U.S. Air Force Academy (USAFA), through the 10th Contracting Squadron, has issued a Special Notice announcing its intent to award a sole source commercial contract for Unified Enterprise Support Services. This presolicitation notice, posted on February 19, 2026, targets Microsoft Corporation, located in Redmond, Washington, as the sole contractor deemed capable of providing the required services. The contracting office has determined that only Microsoft Corporation or its affiliates can perform the designated engineering and proactive support services for academic segment-specific software licensing units (SKUs). The authority for this non-competitive award derives from 10 USC 3204(a)(1), which permits procurement from a single responsible source when competition is impracticable. The Government has already determined Microsoft to be a responsible contractor capable of satisfactory performance.

The primary objective of this notice is to inform potential competitors of the Government's intent to proceed with a sole source acquisition while providing an opportunity to challenge the determination. Interested parties must submit a capability statement by the March 6, 2026 deadline demonstrating clear and convincing evidence that competition would be advantageous to the Government; however, no formal solicitation will be posted, and bid submissions are not being sought at this time. Written submissions are required, as oral communications are not acceptable in response to this notice. The estimated award date is April 10, 2026, and the contract falls under NAICS code 541519 (Other Computer Related Services) with a small business size standard of $34 million. Contractors seeking to participate must present documented justification for why competitive procurement would benefit the Government, making this notice an opportunity for potential competitors to formally object to the sole source determination.
