About this opportunity

The United States Air Force Academy (USAFA), specifically the 10th Contracting Squadron, has issued a Special Notice for a sole source procurement of specialized communications equipment. The notice involves the acquisition of 2 CX300 Communications Service Monitors with specific adaptations, including cable and antenna analysis software, calibration kits, transit cases, and maintenance kits for CM300/350 radios. The procurement is being conducted under FAR Subpart 13.106-1(b), which allows for sole source purchasing when only one source can provide the required supplies at the necessary quality level. The Air Force Flight Standards Agency (AFFSA) has worked closely with Testforce to develop customized setup files and procedure documents for these radio systems. The equipment has been extensively tested at various USAF installations worldwide.

The primary objective of this Special Notice is to determine whether alternative sources exist that can meet the stringent technical specifications for these communications service monitors. Interested contractors must submit detailed capability statements via email by April 16, 2025, at 2:00 PM, directly to Ryan Dague and Kristin Heikkila at their official Air Force email addresses. Submissions must include comprehensive technical data, cost information, and the earliest possible delivery date to demonstrate full compliance with the government's requirements. The notice emphasizes that this is not a competitive quote request, and only substantive capability statements will be considered. The government retains sole discretion to decide whether to proceed with the sole source procurement from Testforce or explore competitive alternatives based on the received submissions. Contractors should note that merely asking questions or providing incomplete documentation will not be considered an affirmative response.
