About this opportunity
The U.S. Army Corps of Engineers (USACE) Office of History (CEHO), through the Mission Support Battalion (UMSB), is conducting a sources sought market survey to identify potential contractors for comprehensive historical support services. The services to be procured include primary and secondary research, writing and editing of historical materials, graphic design and publication support, archival and library services, digitization of historical content, museum curation, oral history development, web design, and archaeological research. This is a market survey for planning purposes only; no formal quotes or proposals are currently being requested. Interested small business vendors must submit a Capability Statement including company information, relevant experience on comparable projects within the past three years, personnel resources, socioeconomic certifications, CAGE code, and UEI number by April 21, 2026. Responses should address the draft Performance Work Statement and include feedback on the solicitation approach. The evaluation of future proposals will emphasize demonstrated experience with similar historical and archival work, the ability to perform at least 50 percent of services in-house, appropriate staffing with qualified archivists, historians, and museum specialists, and compliance with security and operational requirements.
This procurement is designated as a total small business set-aside, with the anticipated award being a 5-year Blanket Purchase Agreement (BPA) Master Ordering Vehicle with individual BPA Calls not exceeding 12 months past the BPA expiration. No incumbent contractor is identified in the materials provided. The contract will require the contractor to furnish all personnel, management, supervision, and materials to serve CEHO, all USACE organizations, the U.S. Army Engineer School at Fort Leonard Wood, and the Center of Military History. The PWS identifies 17 specific labor categories ranging from entry-level Historical Research Assistants to senior Supervisory Archivists, Project Historians, Archaeologists, and Museum Specialists, each with defined qualifications and certification requirements. Contractors must establish a Quality Control Plan within 30 days of award and develop Operational Security procedures within 90 days, while all contractor employees must complete OPSEC training and pass E-Verify verification and background investigation requirements. No specific budget ceiling or award value is disclosed in the pre-solicitation notice.
