About this opportunity
The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is seeking comprehensive emergency diesel generator (EDG) services for US Navy submarine platforms, specifically targeting Fairbanks Morse Opposed Piston (FMOP) engines. The contract will support the Submarine Diesel Readiness & Sustainment Program, with services focused on damage assessment, failure analysis, repair specification development, and technical support for submarine diesel engines across multiple ship classes including SSBN/SSGN 726, SSN 688, and SSN 21 classes. The anticipated Request for Proposal (RFP) is scheduled for release in May 2025, with a contract award expected in October 2026. Contractors must provide personnel, facilities, expertise, supplies, and materials necessary to execute the required tasks effectively. The procurement will be categorized under Engineering Services (NAICS 541330) with a specific Product Service Code (PSC) for maintenance and repair of engines and components.
The pre-solicitation notice indicates this will be a hybrid contract structure combining Cost-Plus-Fixed-Fee (CPFF) and Firm-Fixed-Price (FFP) mechanisms, structured as an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract. The anticipated performance period is five years, covering diesel generator repair and sustainment services for multiple submarine classes with varying power output specifications ranging from 800 to 1300 eKW and engine speeds between 720-900 RPM. There are currently no set-aside designations for this opportunity, meaning it is open to all qualified contractors. While specific award values are not disclosed, the complexity of the technical requirements and the multi-year contract structure suggests a significant potential contract value. The contracting opportunity is currently in the pre-solicitation phase, with the official solicitation expected to be released in the upcoming fiscal year, providing potential bidders time to prepare comprehensive proposals.
