About this opportunity
The Department of the Navy Naval Sea Systems Command intends to award a sole-source Basic Ordering Agreement to Fairbanks Morse, LLC (doing business as Fairbanks Morse Defense) for global repair services on US Navy submarine Emergency Diesel Generators, with an estimated total contract value of $99.7 million.
The justification cites 10 U.S.C. 3204(a)(1), based on the determination that Fairbanks Morse Defense is the only responsible source capable of providing these services. The rationale rests on proprietary technical data, specialized repair procedures, tooling, and original equipment manufacturer parts access that are not available from other contractors. A Sources Sought notice was posted to SAM.gov on November 19, 2025, with no responses received. This is a follow-on to contract N64498-21-G-4000, which ends February 10, 2026.
The scope encompasses major repairs, block repairs, lube oil system flushes, engine overhauls and refurbishment, and lifecycle maintenance on Fairbanks Morse Opposed Piston Emergency Diesel Generators aboard Los Angeles Class (SSN 688), Seawolf Class (SSN 21), and Ohio Class (SSBN/SSGN 726) submarines. The estimated effort is 103,752 labor-hours, funded through FY26–28 operations and maintenance (90%) and operations (10%) appropriations. The authority to act under this class justification expires June 29, 2029. Place of performance is global.
