About this opportunity
The U.S. Fish and Wildlife Service intends to solicit veterinary support services for housing, care, testing, and data management of confiscated U.S. native turtles to support repatriation, with a sources-sought response deadline of July 21, 2026. This is a sources-sought announcement only; responses will inform acquisition decisions and are not adequate replies to a forthcoming solicitation.
The contractor must operate a year-round facility equipped to house up to 500 confiscated native turtles and tortoises, meeting or exceeding Association of Zoos and Aquariums (AZA) care standards. Facility requirements include climate control with backup systems, secure species-specific enclosures with proper space, retreat areas, enrichment, sanitation, veterinary care, suitable habitat conditions (lighting, humidity, ventilation, temperature), independent quarantine sections for new arrivals or animals with pathogens, and equipment and controls for safe brumation management.
Priority species include Terrapene spp., Clemmys guttata, Glyptemys insculpta, Malaclemys terrapin, Glyptemys muhlenbergii, Kinosternon spp., and Sternotherus spp. The contractor must provide comprehensive veterinary care, health monitoring, disease screening, PIT tagging, genetic and infectious disease testing, and data management. The contract period runs September 1, 2026, through August 31, 2027, with turtles accepted beginning approximately October 1, 2026.
The contractor must hold federal, state, or tribal licenses and permits for animal care, possess veterinary expertise in reptile medicine, and maintain emergency response and facility contingency plans. The contractor shall not have felony convictions for wildlife violations or misdemeanor charges for conservation or animal welfare violations within five years.
