About this opportunity

The General Services Administration (GSA) Public Buildings Service is seeking to lease office space in Columbia, South Carolina for a federal agency. The procurement involves securing approximately 38,214 rentable square feet of office space with specific requirements, including a location delineated by specific street boundaries. Key contract requirements include 24/7 building access, strict co-location restrictions preventing proximity to certain facilities like mental health centers, drug treatment clinics, and social service organizations, and mandatory building specifications such as location on the third floor or above in a multi-story building. Potential lessors must submit Expressions of Interest (EOIs) by May 12, 2025, at 4:00 PM EST, including detailed documentation such as building plans, site maps, rental rates, and proof of ownership or authorization to represent the property. Evaluation criteria will likely focus on meeting the comprehensive spatial, safety, and operational requirements outlined in the solicitation.

The pre-solicitation does not indicate any specific set-aside designations for small businesses or disadvantaged vendors. The lease term is specified as twenty years total, with a firm term of fifteen years, and the estimated occupancy date is January 1, 2027. Tenant improvement allowances are differentiated between existing and new locations, with rates of $20.00 per ABOA for existing locations and $55.42 per ABOA for new locations. The government will require a fully serviced lease and has explicitly stated they are only considering existing buildings, not new construction. Parking requirements include twelve total spaces, with two reserved and ten unreserved surface parking spots. The government will assess potential spaces based on economic advantages, considering relocation costs, tenant improvement expenses, and potential agency downtime during the transition.
