About this opportunity

The Department of State is canceling its Request for Quote for the purchase of two Jeep Commander or similar vehicles for the U.S. Consulate in São Paulo, Brazil, originally due May 27. An amendment issued May 29 terminated the procurement, citing offered prices significantly above the Government Cost Estimate, with the State Department planning to initiate a new procurement process with a more comprehensive statement of work.

Place of performance is Santo Amaro, São Paulo, Brazil. The original requirement specified vehicles manufactured for the Brazilian market with automatic transmission, electronic stability system, anti-lock braking system, four doors, seven seats with leather or suede upholstery, dual airbags, anti-theft systems, and intermittent front and rear wipers. Preferred features included fog lamps, power windows, air conditioning, audio systems, and advanced safety technology. Vehicles were required to be current model year 2025/2026 or 2026/2027, with minimum 270CV engine power and 60-liter fuel tank capacity, and delivery within 45 days of purchase order receipt.

Offerors were required to have authorized dealership networks in São Paulo and Santos accepting U.S. government electronic funds transfer payment terms (Net 30 days). Pricing was to be quoted in U.S. Dollars, inclusive of all labor, materials, overhead, profit, and transportation costs; VAT did not apply due to U.S. Embassy tax exemption. Award was intended on lowest-price basis to a responsible, acceptable offeror. The NAICS code is 3361, Motor Vehicle Manufacturing; the PSC code is 2310, Passenger Motor Vehicles. All offerors required active SAM registration with a valid Unique Entity Identifier.
