About this opportunity
NAVSUP Fleet Logistics Center Yokosuka has issued a solicitation for comprehensive dry-docking and maintenance services for U.S. Army Landing Craft LCM-8548 located in Kure, Japan. The Department of the Navy Naval Supply Systems Command seeks a contractor to perform extensive repair work including hull cleaning and painting, zinc plate replacement, keel cooler maintenance, lubricating oil and filter replacements, and sea trials. Key eligibility requirements restrict participation to firms possessing an active U.S. Navy Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) as a Prime Contractor, and contractors must be authorized to operate and conduct business in Japan per DFARS regulations. Proposals must include detailed specifications for any hazardous materials and potential sea transportation requirements in accordance with federal acquisition regulations. The government intends to award this firm-fixed-price contract without discussions, emphasizing that offerors should submit their most competitive initial proposal by July 2, 2025, at 10:00 AM Japan Standard Time.
This solicitation carries no set-aside designation and is open to eligible prime contractors meeting the specified qualifications. No incumbent contractors or potential award values are disclosed in the available documentation, though the government will furnish specific materials including engine oil filters, fuel filters, and water separators as detailed in the Government Furnished Property listings. The contract performance period spans one full year from August 1, 2025, to July 31, 2026, with all work to be completed at the contractor's facility. The place of performance is specifically located in Kure, Hiroshima, Japan, where the landing craft is stationed at the 10th Support Group Ammunition Depot. The solicitation falls under NAICS code 336611 for Ship Building and Repairing and PSC category J999 for Non-Nuclear Ship Repair (West), reflecting the specialized nature of the maritime maintenance requirements.
