About this opportunity
The Naval Supply Systems Command Fleet Logistics Center Yokosuka is soliciting proposals for comprehensive dry-docking and maintenance services for U.S. Army Landing Craft LCM-8529 located in Kure, Japan. This firm-fixed-price procurement requires contractors to perform extensive hull cleaning, painting, component replacement, and mechanical system maintenance over a one-year period from August 1, 2025, to July 31, 2026. Offerors must possess an active U.S. Navy Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) as a Prime Contractor and be duly authorized to operate and conduct business in Japan. The contract will be awarded using a lowest-price, technically acceptable source selection methodology, with technical acceptability determined by evaluating proposed labor hours, material costs, and the contractor's demonstrated ability to complete the full scope of work. Proposals must be submitted by July 1, 2025, at 10:00 AM Japan Standard Time, and must include detailed specifications for any hazardous materials and potential sea transportation requirements.
This solicitation does not utilize any set-aside designations and is open to all eligible contractors meeting the specified qualification requirements. No incumbent contractors or current service providers are identified in the solicitation documents. While specific contract values are not disclosed, the comprehensive maintenance package includes extensive work such as hull hydroblasting, zinc plate replacement, keel cooler cleaning, oil and filter changes, alternator and helm unit installations, and mandatory sea trials for validation. The period of performance spans exactly one year, with all work to be conducted at the contractor's facility rather than a government installation. The place of performance is specifically designated as Kure, Hiroshima, Japan, reflecting the strategic location of the landing craft and the requirement for contractors to have established operations within Japanese territorial boundaries.
