About this opportunity

The Defense Health Agency Contracting Activity (DHACA) is conducting market research to procure two identical integrated urinalysis analyzers for the 96th Medical Wing at Eglin Air Force Base in Florida. The analyzers must be capable of processing 1,050 urine and body fluid samples monthly, with specific technical requirements including automated microscopic testing, body fluid analysis, and bi-directional interface compatibility with the hospital information system. The agency is using NAICS code 334516 for Analytical Laboratory Instrument Manufacturing and seeks to identify potential small business sources that can meet their detailed technical specifications. Interested firms are required to submit a market survey/questionnaire by May 1, 2025, at 12:00 PM Central Time, which includes company details, a capability statement, and small business certification information. The Request for Information (RFI) emphasizes that this is a market research exercise and does not constitute a formal solicitation or guarantee of future contract award.

The procurement opportunity is currently not set aside for any specific small business designation, though the government reserves the right to implement a small business set-aside based on market research responses. The technical requirements specify that the analyzers must have a sample throughput of at least 70 samples per hour for microscopy and over 200 samples per hour for chemistry, with minimal daily maintenance of under 20 minutes. Potential offerors are encouraged to recommend alternative NAICS codes if they believe a different classification is more appropriate. The primary point of contact for this opportunity is Contract Specialist Robby Brinkmann, who can be reached at Robert.t.brinkmann.civ@health.mil. Interested firms must be registered in the System for Award Management (SAM) and prepared to provide comprehensive details about their capabilities to meet the highly specific technical requirements for these medical laboratory instruments.
