The Federal Emergency Management Agency (FEMA) Region 10 is soliciting quotations for Level II Armed Protective Security Guard services to support Presidentially Declared Disaster DR-4906-WA in Washington State. The procurement requires armed security personnel certified as Department of Labor category 27102 Guard II officers to provide 24/7 security coverage at the FEMA Joint Field Office and potentially other facilities throughout Washington. Offerors must demonstrate current experience in Level II armed guard operations, preferably with disaster response background, and maintain active federal and state firearms permits, state security officer certification, CPR/First Aid/AED certification, and Tier 2S suitability clearance eligibility. Award will be based on best value considering past performance on federal contracts from the past seven years, experience qualifications, and fully burdened hourly pricing for guard posts and additional personnel. This solicitation is set aside exclusively for businesses residing or primarily operating in designated disaster area counties (including Asotin, Chelan, Clallam, Clark, Cowlitz, Garfield, Grays Harbor, King, Kittitas, Klickitat, Lewis, Mason, Pacific, Pend Oreille, Pierce, Skagit, Skamania, Snohomish, Whatcom, and Yakima counties) and Indian reservations within Washington State, with consideration for all offerors if no qualified local vendors are available. The contract requires one initial Level II armed guard post with two armed guards working 12-hour shifts daily for an initial 14-day period with potential variable hours following alarm installation, with a base contract period of 90 days from award (May 1 through July 30, 2026) and an option period extending through October 29, 2026, for a total of 1,056 hours during the option period. The contractor must furnish all uniforms, equipment, firearms (.9mm or .40 caliber semiautomatic weapons), ammunition, ballistic vests, and patrol vehicles, with all travel costs included in the fixed hourly rate and not separately compensated. Performance will take place at 4522 Pacific Avenue SE, Lacey, WA 98503, with potential additional locations throughout Washington State as directed by FEMA. Prevailing wage rates for Guard II security personnel in Thurston County apply under the Service Contract Act, with additional fringe benefits and Executive Order requirements as specified in Department of Labor Wage Determination 2015-5533.
