About this opportunity

The U.S. Army Corps of Engineers (USACE), Philadelphia District, is conducting market research through a Request for Information (RFI) regarding an urgent beach nourishment project along the Atlantic Ocean coastline in Cape May County, New Jersey, spanning from Townsends Inlet to Cape May Inlet. This RFI is issued under Federal Acquisition Regulation (FAR) Part 10 for informational and planning purposes only and does not constitute a formal solicitation or commitment to award a contract. The primary objective is to hydraulically place beachfill material along approximately 21,300 linear feet of oceanfront across the Boroughs of Avalon and Stone Harbor. Respondents should note that this notice is solely for market research purposes; no specifications are currently available, proprietary information should not be submitted, and the Government assumes no obligation to compensate respondents for information or administrative costs. The RFI was posted on March 5, 2026, with a response due date of March 12, 2026, allowing interested parties one week to submit their information.

The project carries no set-aside designation and represents a substantial federal investment with an estimated contract value between $20,000,000 and $35,000,000. The base bid scope requires hydraulic placement of approximately 800,000 to 1,200,000 cubic yards of beachfill material within the specified coastal areas. The contract work may also include up to 4-6 separate options to place additional beachfill quantities in locations both within and adjacent to the base bid areas, providing flexibility for expanded scope if the initial phase is awarded. This pre-solicitation notice falls under NAICS code 237990 (Other Heavy and Civil Engineering Construction) and PSC code Y1KZ (Construction of Other Conservation and Development Facilities), indicating that responses should come from contractors with demonstrated expertise in large-scale coastal engineering and marine construction projects.
