About this opportunity
The U.S. Army Corps of Engineers, Philadelphia District, is seeking procurement for urgent beach nourishment services at Cape May Inlet to Lower Township in Cape May County, New Jersey. The work involves pre-placement condition surveys and the pumping and placement of approximately 364,000 cubic yards of sand from an offshore borrow area located 2.6 miles south of the Cape May Inlet jetties onto beaches at two locations: the US Coast Guard Training Center (approximately 330,000 cubic yards) and Wilmington Avenue (approximately 34,000 cubic yards). All sand must be sourced from the designated offshore borrow area, with trucking of sand expressly prohibited under this contract. The contract includes a base bid for the initial nourishment work plus five options for Area 1 (ranging from 25,000 to 200,000 cubic yards) and two options for Area 2 (10,000 cubic yards each) to achieve the full project design template. The formal solicitation W912BU26BA019 is expected to be released on or around April 7, 2026, with a pre-solicitation notice deadline of April 6, 2026.
This procurement carries no set-aside designation and is open to all eligible contractors. The contract period of performance is 110 calendar days from the Notice to Proceed, with the critical restriction that no work may be completed between March 1st and August 31st due to environmental restrictions. While the pre-solicitation notice does not disclose the magnitude of the contract value, the substantial volume of material to be moved—potentially exceeding 864,000 cubic yards when all options are included—suggests a significant contract award. This project falls under NAICS code 237990 (Other Heavy and Civil Engineering Construction) and PSC code Y1KZ (Construction of Other Conservation and Development Facilities), indicating it requires specialized expertise in marine construction and beach restoration activities.
