About this opportunity
The Bureau of Land Management Oregon-Washington Region seeks a firm fixed-price commercial items contract for prefabricated boardwalk segments for the Upper Table Rock trail, with quotations due June 26, 2026, at 5:00 p.m. Pacific Daylight Time. This procurement is set aside 100 percent for Women-Owned Small Businesses.
The solicitation covers 126 units of 4-foot by 6-foot prefabricated boardwalk modules with galvanized steel structural frames and composite decking panels, plus 10 units of 4-foot-wide modular transition kits allowing up to 22-degree horizontal turns. All components must feature hot-dip galvanized steel frames per ASTM A123, composite decking in terrain-matching colors, adjustable support legs or shoes with non-penetrating foundations, and stainless steel fasteners. Modules must support a minimum uniform live load of 100 pounds per square foot. Structural Fiber Reinforced Polymer frames cannot substitute for galvanized steel. Delivery is required by September 30, 2026, to the Medford BLM District Office (3040 Biddle Road, Medford, OR 97504), with 24-hour advance notice to Molly Allen at m2allen@blm.gov or 541-613-6563. Period of performance is July 1 through September 30, 2026.
Quotations must be submitted electronically to Christy_webster@ios.doi.gov and include a two-part submission: technical section with product data sheets, installation procedures, fully dimensioned shop drawings, and signed structural calculations demonstrating compliance with loading requirements; and price section with completed Standard Form 1449 and pricing for each line item. Evaluation is based on technical acceptability and price, awarding to the responsible offeror whose conforming offer is most advantageous to the Government. Payment is made through the Invoice Processing Platform system. Contractors must register for CPARS reporting within 30 days of award. Two amendments were issued on June 16 and June 17, 2026, addressing material specifications and design questions; offerors must acknowledge receipt of amendments prior to the submission deadline.
