Description: USP Atwater requires a contractor to upgrade the institution's building management system. See the attached statement of work for further details of the requirement.


This is a combined synopsis/solicitation for commercial items prepared in accordance with the
format in Subpart 12.6, as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.


Solicitation RFQ‐0618‐0014‐15 is being issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 80. It is preferred quotes be sent via email to k1cole@bop.gov, but may also be mailed or hand delivered to USP Atwater, Attn: Kathy Cole, 1 Federal Way, Atwater, Ca 95301.


The solicitation is 100% set‐aside for small business. The North American Industrial Classification System (NAICS) code applicable to this requirement is 238990. The small business size standard for this NAICS code is tiny_mce_marker - $15 million. All responsible sources may submit a quotation which shall be considered by the agency.


Responsible offerors shall incorporate shipping costs and any other internal processing costs into their quote price. Orders over $30,000 will be awarded on a firm‐fixed price purchase order, and orders under $30,000 will be paid using a Government purchase card.


The provision at 52.212‐1 Instructions to Offerors‐Commercial, applies to this acquisition.


The provision at 52.212-2 Evaluation-Commercial Items, applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: best value, past performance and price.


Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial items, with offer. The offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) website accessed through http://www.acquisition.gov. If the offeror has not completed the annual representations and certifications electronically, the offeror shall complete only paragraphs (c) through (p) of this provision.


Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition.

Faith‐based and Community‐based organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible.


Quotes are due no later than May 8, 2015, 12:00 p.m. PST. The anticipated award date is May 15, 2015.
