About this opportunity

The U.S. Air Force Reserve Command is conducting a sources sought inquiry to identify qualified small business contractors capable of upgrading telephone services for the 911th Communications Squadron at Pittsburgh Air Reserve Station. The project involves transitioning from legacy analog Time-Division Multiplexing (TDM) systems to modern Internet Protocol (IP) telecommunications infrastructure, including comprehensive integration with local and long-distance service providers. Key requirements include porting 2,000 existing telephone numbers, enabling 24 concurrent local and long-distance calls, eliminating 2 LSTDM circuits, and maintaining 99.9% service availability in compliance with FCC, DoD, and Air Force standards. Contractors must provide digital ISDN PRI trunks, direct-in-dial directory numbers, and meet specific service restoration timeframes for various types of outages. Interested firms must submit capabilities packages by September 4, 2025, and must be registered in the System for Award Management (SAM) database.

This opportunity is designated as a total small business set-aside under NAICS code 517111 (Wired Telecommunications Carriers) with a size standard of 1,500 employees. The solicitation involves upgrading telecommunications infrastructure for 2,000 telephone numbers and establishing capability for 24 concurrent calls while eliminating 2 existing LSTDM circuits. No incumbent contractors or current service providers are identified in the notice, and no specific award values or budget ranges are disclosed at this pre-solicitation stage. The project requires strict adherence to technical specifications including emergency service restoration within 24 hours, catastrophic outage response within 72 hours, and routine service issues resolved within 5 business days. This is purely an information-gathering exercise, with no formal solicitation currently available and no commitment from the government to proceed with procurement.
