Added: Aug 01, 2011 4:23 pm Construction Project No. 656-09-144, entitled 'Upgrade HVAC System, Building 4'. This solicitation is issued as an IFB (Invitation for Bid) construction project, which is 100% SET ASIDE FOR SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) firms. All SDVOSB submitting an offer must be registered and will be verified by the Contracting Officer in the VetBiz Information pages located at http://www.vip.vetbiz.gov/. Additionally, all bidders must be CVE certified as shown on vetbiz. All bidders must also be registered on www.ccr.gov and https://orca.bpn.gov. The NAICS Code 238220, along with size standard $14.0 million applies. The procurement is entitled 'Upgrade HVAC System, Building 4' at the St. Cloud VA Medical Center, in St. Cloud Minnesota. Contractor shall furnish all labor, materials, tools and equipment required for the removal of certain existing items and the installation of a fully functional HVAC system as according to the drawings and specifications. Work and services required by the upgrade HVAC systems Blg 4 project shall include but will not be limited to electrical, data networking, HVAC systems, masonry, earthwork, plumbing, carpentry, structural steel, certain finishes and asbestos abatement. It shall be the responsibility of the contractor to coordinate all demolition and construction activities with VA personnel and according to the phasing listed in the construction documents.

Work is to be completed in accordance with the contract drawings and specifications. There is ONE (1) bid alternate. Potential offerors to note the OSHA training requirements as listed in the General Requirements section. Work cannot commence until VA receives proof of required OSHA training. Any amendments issued to this solicitation will ONLY be available on the FBO website (www.fbo.gov ). Bidders are advised that they are responsible for obtaining all amendments. NO HARD COPY DOCUMENTS WILL BE AVAILABLE. All project information is available free of charge on the www.fbo.gov website. Contract completion time is 304 calendar days after receipt of Notice to Proceed. NO BIDDER'S MAILING LISTS ARE MAINTAINED WITH THE CONTRACTING OFFICER. The estimated dollar value for this procurement is between $2,000,000 and $5,000,000.00. All questions must be submitted in writing. No telephone calls will be returned. The solicitation will be issued on/about August 16, 2011. A pre-bid meeting/walkthrough is scheduled for September 1, 2011 at 2:15M CT, in Building 48, Room 14 attendance is not mandatory, but is strongly encouraged. Sealed bid opening is 2:00PM CT (local time) on September 16, 2011. Electronic and faxed bids will NOT be accepted. This project requires the bidders/contractors to secure bonding. Award is subject to the availability of funds.
